Safety board lacks resources to investigate ammonia leak

Tied up with current investigations — including the June 9 ConAgra plant explosion — the U.S. Chemical Safety Board doesn’t have the manpower to look into last weekend’s ammonia leak at a Robeson County poultry plan.
