“The goal of unified sheltering was clear from day one of this committee. It was agreed [upon] at the end of the 2004 committee, but the SPCA did not sign,” Moss said.

Lamb is not convinced the county is ready and questions why residents were not asked for their input before a decision was made.

“They did not even open it up for public consideration. We’re on a long-term plan into a consolidated system, but nowhere near ready to do that. We always thought Garner would be the last one to transfer because we’ve been in Garner since 1970,” Lamb said.

One of the unresolved questions still at hand is whether the current shelter should be renovated or if a new shelter should be built.
According to Moss, architects from Wake County have just completed a space study to help answer this question. A design is to be completed by July 2008, construction is scheduled to start by July 2009 and be ready for use by July 2010, according to Moss.

According to the SPCA, their high profile led to an influx of animals that taxed their personnel and resources, and the SPCA was sheltering more than half of the animals impounded in Wake County. This led to the construction of the Curtis Dail Pet Adoption Center right outside of Garner. The Wake County SPCA’s sheltering contracts with Raleigh, Cary and Garner ended in 2007.
